NOTICE OF VACANCY
Local Government Act 1972

Following the resignation of Cllr Des Pointon and Cllr Vic Johnson 2 vacancies on the Parish Council now exist.
If, following 14 days, 10 electors have requested an election a Bye Election will take place;
Failing this the Council will seek to fill the vacancy by co-option.

It is with great regret that I noted last week's resignation of Des
Pointon from the parish council. I fully recognise and respect the
reasons why Des has decided to call it a day and there is no doubt that
all his former colleagues on the parish council will wish him every
success in the future, whatever that may be. Des was a councillor for
six years and in that short space of time the village has changed a
great deal and may I suggest, for the better? Most of these changes, if
not all, came about due to Des' enthusiasm to make Kellington a better
and safer village to live in. His input into the following all bear his
hallmark -

His major input into the village development plan.

Rejuvenating a run down church hall into a community hall that the
village can be proud of.

Maintaining the land surrounding the community hall.

Playing a prominent part in the parish council’s opposition to the
proposed eco town.

Reclaiming the whole of the footpath that runs along Broach Lane. The
county council acknowledged this work by linking Kellington and
Eggborough with a new footpath.

Keeping a check on street lighting and reporting defects to the
appropriate authority.

Ensuring that all the grass verges are regularly cut to an acceptable
standard.

Keeping an eye on the village playing field and ensuring that any
vandalism that has taken place is immediately rectified especially
within the confines of the toddler’s play area.

Promoting junior discos in the community hall.

Erection and decoration of the village Christmas tree.

Editing and distributing the Kellington News for circulation to all who
live in the village.

Perhaps his one big disappointment was the failure to provide the
village with new and adequate sporting facilities even though this was a
priority in the village development plan. Once again he put himself out
to see various local landowners but unfortunately he met with no success
whatsoever.

Des, you will most certainly be sorely missed and I consider it a
privilege to have worked with you in my very minor way.

All I can say is that the village owes you a real debt of gratitude.


PS – Des, I can assure you that the parish council will continue long in
its efforts to procure land in order that an adequate playing complex is
achieved

Annual Reports

Draft Chairmans Report

The past year has been a difficult but rewarding year in the village. It has been very pleasant to see the development of facilities and community use now being seen at the Community Hall, most of the large scale refurbishment works have now been completed.
My thanks go the many volunteers who freely gave up their time to help, the Community Hall Committee, to the generous grant funders: Awards for All, Wren, Epac, North Yorkshire Area Committee, Selby South CIPs group, Euro Auctions; and to the workers themselves - Paul Banks and Lee Bailey.
Over the next few years we aim to develop more events and activities and facilities at the hall.
Members of the Council have been working hard to address the needs of providing better play facilities and a sportsfield for the village. This is taking time and effort to find a suitable site at an affordable price and work will continue on this.
There has been a greatly improved community spirit as seen with the Christmas events, the recent litter pick and the campaign against the EcoTown, which has taken much of many people's time recently.
Our grass cutting has been effective in improving our village and our street lighting contractor has greatly improved our streets.
Councillors will be reviewing the Parish Plan this year to look at where we go from here in the next few years.
We have developed some degree of financial stability and tried to keep costs of things as economical as possible and we will continue to work together to better our village.

Community Hall
This year the refurbishment of the hall interior has been completed including complete redecoration. The Hall Committee is now going strong and new members are always welcome to our meetings !
The Hall goes from strength to strength with regular discos now being held along with Brownies & Guides, Toddler Group, Parties and Meetings of both local groups and outside bodies.
Thank you to everyone who has worked hard to make this happen and to local people who have supported us.

Sportsfield Project

The Council have identified as a priority a new area for use as a sportsfield. Sites are currently being looked at.
The long term aim is to have an improved village green, new play area and sportsfield-as identified in the Kellington Parish Plan.

Ongoing work
The Parish Council is continuing its work with other partners to ensure community safety and to develop amenity facilities, footpaths and the rural environment..
Much of this work is developed with the Osgoldcross Forum.

Current Issues
The Parish Council have campaigned with the No to Willow Green Campaign Group to ensure that no large scale development takes place.
The Council have also actively campaigned to ensure that no pollution takes place on land off the A645 and have objected to the windfarm proposals.

He is an active member of the NAS/UWT and an Executive member of the League Against Cruel Sports, and has been a Labour Party member for 47 years.


His interests include Philately, Traditional Jazz and Social History.
He is an avid Rugby League follower, and a lifelong supporter of the Bradford Bulls.

The village website has gone from strength to strength this year and thanks go to Robbie Beechey for her work in maintaining and developing it.

Chairman's Report

This year the Council undertook a project to refurbish the community hall which was the main feature of the Parish Plan and work is almost complete on this.
The Council have begun negotiations to tidy and clear the Old Orchard to the rear of the village green and to look to acquire new land for use as a sportsfield. The new for additional play areas was shown in the Parish Plan.
The Council are also looking to install new park benches on Broach Lane, junction of Church Lane/Low Road and Kellington churchyard.
Des's Mighty Army of volunteers have worked very hard to re-establish the footpath along Broach Lane. The new grass cutting contractor has kept the village green and tidy.
Throughout the year the development of the No Alcohol Zone has shown a marked improvement in youth behaviour, and this will be constantly monitored.
The Council have been fully represented on Selby South CIPs group, the Osgoldcross Forum, who are looking at providing First Aid training and youth opportunities, Yorkshire Local Councils Association and Egg borough Power Station Liaison.
Council members have also attended the meetings of the JAG groups, looking at crime and community safety.
This year we see the departure of Cllr Paul Harvey who has moved to Sherburn and is standing down as Parish and District Councillor and we wish him well and send him our thanks for all the work over the years which he has contributed to.

ELECTIONS 2007
This year on May 3rd residents can elect 7 members of the Parish Council and 2 members for Eggborough Ward of Selby District Council.
Polling is on 3rd May at Kellington School.

NEW RULES
The Government with immediate effect have lowered the age at which you can stand for election to Parish Councils-it is now 18 years of age on the current electoral register.

Community Hall Project

The refurbishing of the community hall has been the major project this year. Work has included fitting a new kitchen central heating, new flooring, new floor joists, fitting of new ceiling and lights, toilets, new windows, and a complete electrical rewire.


Yorkshire Water had provided help in landscaping of the exterior of the hall grounds and Des's Army have cleaned and tidied the hall.


Bookings are now being taken for hiring the hall and new activities are being planned.

A total of £45,500 was granted and more is being sought to continue the development of this important community facility.
