NEW VICE CHAIR APPOINTED TO AUTHORITY

The North Yorkshire Police Authority yesterday appointed Mr Bill Baugh as its new Vice Chair. Mr Baugh has been a member of the Authority since 2003 and is currently the Chairman of its Policy and Planning Board.

Bill lives in Nidderdale. He spent most of his working life in engineering manufacturing, latterly as Chief Executive and main board director of a publicly quoted engineering company. He was also a director and chairman of an executive search and selection organisation and brings valuable management and business experience to the Authority.

Following his appointment Bill said, “I am delighted to have been given this opportunity to play an even greater part in influencing the quality of policing within North Yorkshire and the City of York. Crime rates have been reduced across almost all categories and areas, detection rates have increased and the public are feeling safer. North Yorkshire is officially one of the safest places to live. This has not been achieved without a lot of hard work and of course resources. But we cannot be complacent. As Vice Chair of the Authority I look forward to working closely with the Chairman, my colleagues on the Authority, the Chief Constable and most importantly the communities to make this an even better place to live”

Retiring Vice-Chairman Jim Fender JP has been a member of the Authority since 1988 and is well know in the Harrogate/Ripon area as a Magistrate and active member of the local community. He has been Vice Chairman since 2003. Jim spent his working life with the Harrogate Health Service Trust leaving his post as Chief Financial Officer in 2003. For nearly 30 years he has devoted his time and energies to public service focusing on improvements in health services, better policing and building public confidence with the criminal justice system.

Chairman of the Police Authority Jane Kenyon, said ‘Jim’s skills will be much missed by his colleagues and the work of the Authority. He has made an enormous contribution to policing of North Yorkshire and the City of York during the last 20 years and we all have much to thank him for.’



INDEPENDENT MEMBERS NEEDED

North Yorkshire Police Authority will be seeking members of the public to join the Authority as from 1 October 2008.

The Authority will have four vacancies that it needs to fill following the repeal of the Magistrate membership in the Police and Justice Act 06 and the retirement of former member David Carter.

SAFER NEIGHBOURHOODS OFFICER AWARDS

This year’s process will see each Safer Neighbourhood Team having one Police officer and Police Community Support Officer (PCSO) being nominated to the next stage of the awards process. Officers can be nominated from members of the community using the nomination forms available either through the Authority's website (link below) or through your local Inspector via the 0845 60 60 24 7 non-emergency number.

Each of the 17 Safer Neighbourhood Team nominations for both the Police Officer and PCSO will be considered in partnership with the local Crime and Disorder Reduction Partnership (CDRP) for the accolade of being the Safer Neighbourhood Police Officer or PCSO for their CDRP area.

The Authority will then receive 8 nominations for both categories and it is from these nominations that one Police Officer and one PCSO will be chosen to represent the Force at the national Community Police Officer Awards held in November.

ANNUAL REPORT CONSULTATION

North Yorkshire Police and Police Authority have a statutory duty to publish an annual report detailing the extent to which the targets and objectives as set in the previous year’s policing plan have been achieved; this in addition to the Local Policing Summaries which will be produced later in the year. The annual report has also historically detailed other key achievements of the Force and Authority. Please click here to view the annual report for 2006/07.

As we approach the end of this financial year, we are thinking ahead to the design and production of the annual report for 2007/08, and would welcome your input on how this could be achieved.

Selby CIPs Newsletter. July 2006

Selby District Council have fully supported the development of FREE travel for the elderly by ensuring that ALL bus journeys for the elderly can take place across the borders with East Riding, South Yorkshire, West Yorkshire.
Recent meetings of the CIPs group have seen talks with North Yorkshire Police regarding Community Safety issues.

A newly formed additional CIP group will look at District-wide projects and help to identify larger scale developments.

Social Services Developments

North Yorkshire County Council and Selby District Council have embarked on a new project-Partnerships for Older People's Projects -
This aims to develop services for the old and needy through partnership working.
The project aims to provide an increased level of support; creating a single point of access for health, housing and social crae; promoting the use of information technology to help improve safety for individuals and their carers; developing a community outreach approach to enable communities to support their elderly residents.

The project is being developed in a partnership between:
North Yorkshire CC, Selby District Council, Selby and York Primary Care Trust and Selby District AVS..
The project should become self-funding in 2008.

Safe Neighbourhood Sweeps - Timetable
?

Cleansweep takes about one hour for the Police, Council members and community leaders to walk round an area identifying trouble spots and making recommendations to solve the problem. This may be the installation of new lighting, tidying an area up, clamping down on fly-tipping or having hedges cut and new kerbing installed.
The idea is that Community Safety is for all the community to find solutions to local problems.
Cleansweep will have a timetable for Parish Councillors to meet Police and others to do their community walk-look out for details locally.

Many communities are now developing projects to empower local people and help capacity-building in their areas.
Some communities are looking at ways of involving local people in developing information technology.
Beal Parish Council with the Village Hall Trust are looking at helping to provide broadband to homes, develop computer training and introduce an internet café to help people use IT for information, jobsearching and find various help organizations.
TRAINING FOR VILLAGE HALLS
Selby Leader Plus are working with YRCC to produce a training day with accreditation for members of village hall committees in the District.
This follows work done on the Leader Plus visit to Flevoland, Holland earlier this year.
The EU Village Halls How To Handbook is in draft form at present.



Village Halls Development

The Selby Leader Plus manual on How to run and develop village halls will be published soon.
Many community groups will now be able to apply to the Big Lottery Community Buildings Fund which opens on 11th July. This is a new fund aimed at developing amongst others, village halls.

Just a reminder that only up to £7500 in vat can be reclaimed in one year from HM Customs and Revenue for projects relating to refurbishing of village halls. If your expected expenditure is more then community groups are advised to phase their work over more than one year. This is the only restriction which applies also to Parish Councils.

Kellingley Oval Project
The local residents' group, the Oval Millennium Committee have been hard at it raising funds for their project which includes a young children's play area, a -5-a-side football all-weather area and environmental improvements.
£270 was raised by Karl Brooke taking part in a sponsored run.
The group have been supported by Beal Parish Council and are hoping to attract further cash from Wren, UK Coal and Awards for All.

SOME RECENT PROJECTS COMPLETED
Selby South CIPs awarded a small grant to Whitley Playgroup for safety gates and these are now complete;
Beal Parish Council have completed their new war memorial and the CIPS group have awarded a grant of £280 to "Greenish Fingers" which is a new community-led gardening scheme on new open space at Cridling Stubbs and involves all sections of the community-young and old.
Whitley Playgroup were awarded a grant to help install gates to the churchyard to prevent young children running into the road.

RESTRUCTURING OF THE POLICE SERVICE

Following the full Authority meeting in New Earswick yesterday (20.12.05); North Yorkshire Police Authority have decided that policing needs to change to ensure that the service has the capacity to deal with major crime and serious incidents across the county and that an amalgamation of all 4 forces in the Yorkshire and Humberside area could be the best way of achieving this.However, the Authority also responded to public concerns that neighbourhood policing in rural areas must be protected under any future restructuring and that the council tax payer should not bear any additional costs of change, by not volunteering to restructure until these matters are resolved to its satisfaction.

Police Authority Chairman, Jane Kenyon, said: "The service does need to change to address the issues contained in HMIC's findings - of that there is no doubt. Looking at the detailed costs/benefit analysis produced for us at the meeting, and after receiving the advice of the Chief Constable, we felt that the full regional option potentially would provide the most benefits."But we have told the Home Secretary that there are still many issues around restructuring on which we are not clear. For example, whilst he has given assurances that neighbourhood policing will not be affected, we cannot yet see how local people will retain autonomy over how their local service will be delivered if we move to larger, strategic forces. Similarly, more work needs to be done on the costings of change and we don't want to see the council taxpayer having to increase their contribution as a result.

"In the interests of the people of York and North Yorkshire, the Authority will therefore tell Mr. Clarke that we will not volunteer for restructuring until these matters are resolved to our satisfaction.

"Chief Constable Della Cannings said '…I would like to reassure the public of North Yorkshire that whilst working to improve protective services is an objective, neighbourhood policing will remain the lifeblood of our work here in North Yorkshire.

Changing Police Force Structures Consultation

If you have not already done so, there are now two weeks remaining to contribute to the second phase of our consultation on the force restructuring. This follows a review of Force structures by Her Majesty's Inspectorate of Constabulary that concluded that small forces, i.e. forces with less than 4000 police officers and 2000 police staff, would struggle to meet future challenges to the service in dealing with 'protective services' e.g. major crime and serious incidents. By the end of the current year, NYP will have around 1620 police officers.

The Home Secretary, Charles Clarke, has asked North Yorkshire Police Authority (NYPA) and North Yorkshire Police (NYP) to draw up detailed analyses of 2 restructuring options to create a 'strategic force' of which North Yorkshire would be part.

Options being looked at are the amalgamations of

· all 4 services in the region - North, West and South Yorkshire and Humberside

· North Yorkshire and West Yorkshire police services

The full region option would create a force of nearly 13,000 police officers and 7,000 police staff, whereas the other option would bring together over 7,000 officers and 5,000 police staff.

NYPA and the Chief Constable need to submit their preferred option for change to the Home Secretary by 23 December. Before NYPA meet in York on 20 December to finalise the matter, we would now like to hear what your preferred option for change would be. Please take two minutes to complete our questionnaire. Selby South Community and Investment Newsletter

Selby South CIPs group have awarded £500 towards the Eggborough Methodist Church Hall for a project which refurbishes the building to make it more useful for all community groups.

A further grant award has been made to Cridling Stubbs Village Hall which will help towards their legal fees. It is envisaged that a long-term project will see a new village hall there.

Further projects are being considered at Hensall, Womersley and Kellingley in the next few months.

Projects first identified in the Selby South area 2 years ago are now coming on stream.

Beal, Kellington and Eggborough are developing further refurbishment schemes at their community halls. The key development has seen multi use of community buildings.

The new Smeatons Community Hall at Kirk Smeaton is a partnership between the community and the school.
New Grants awarded
Parish Plan Development

In Selby District a number of parishes have been working on their Parish Plans—Beal, Kellington, Eggborough and Whitley.

There are still a number of villages that need to consider starting their long-term planning.
A Parish Plan is just the beginning not the end and it is a process to involve the whole community.

Countryside Agency grants have now ended but support is still offered from the YRCC and grant aid can be
applied from your CIPs group.

The Cips group and the YRCC have a wealth of experience and help on hand to help you through the process of setting up and running a Parish Plan.

NEXT MEETING

The next meeting of the Selby Area Committee will be held at Fairburn Village Hall on Monday, 27 June at 6.00 pm. The following scheduled meeting of the Area Committee will be held on Monday, 19 September
at 6.00 pm at a venue to be determined.

AREA COMMITTEE BUDGET


At its last meeting the Area Committee made the following grants to local organisations from its Area Committee budget


funds:-


• £1,400 to the Brotherton Parish Hall Management Committee (Brotherton/Byram Luncheon Club and Brotherton/Byram Darby and Joan Club) towards the acquisition of an industrial cooker.


• £500 to Osgoldcross Parish Council Forum towards the costs of hire of room for extra meetings, annual telephone line rental, annual Internet connection and telephone line installation.

ANTI-SOCIAL BEHAVIOUR PROJECT

The Area Committee has been working closely with the Osgoldcross Parish Council Forum to initiate an Anti-Social Behaviour Project within the area of the former Osgoldcross Rural District Council. The intention has been to investigate the feasibility of acquiring the former Brotherton Primary School site in order to
services by public bodies and other partner organisations. However the funding for such a project would need to come from major funding providers and initial indications have been that funding for such a project would be considered favourably. The matter will continue to proceed as this is one of the priorities in the Area Committees Work Programme.

WORK PROGRAMME


In 2004 the Area Committee determined that its Work Programme for the 2004/05 year should include as its priorities areas of deprivation within Selby District, linked with Coalfield Regeneration Funding and the Youth Service provision in the Selby District and, secondly, education standards.

Also included in the Work Programme for consideration at appropriate times were the following:-
• Highways Budget.
• Sub-Regional Investment Planning.
• Recycling and Waste Disposal.
• Pupil Achievement in Selby Schools.
• Community Education.
• Developing Communications with other Organisations
and Scrutiny Committees.
• SEN.


At its forthcoming meeting the Area Committee will consider its priorities for 2005/06 and it has been suggested that the following matters be also included:-
• Highways Infrastructure for the Selby District.
• Economic Development.
• Funding of Schools.

WASTE MANAGEMENT


At its last meeting the Area Committee received figures relating to the recycling and composting performance of Councils in the region and noted that all but three Authorities were on track to achieve the 2005/06 statutory recycling and compositing targets with the quantity of waste land fill having decreased over the last three years in all but three Authorities in the region.


The National Waste Strategy targets are:-


Recycling/Composting

25% by 2005
30% by 2010
33% by 2015
Recovery (including Recycling and and Composting)
40% by 2005
45% by 2010
67% by 2015


The Landfill Directive aimed to reduce bio-degradable municipal waste to landfill to 75% of the amount handled in 1995 by 2010; to 50% of the amount handled in 1995 by 2013, and to 35% of the amount handled in 1995 by 2020.
The step change in which waste needs to be managed in the future has a major financial implication requiring between £100m and £200m capital investment and cannot be delivered in isolation. In due course, difficult decisions will need to be made with regard to treatment technologies and planning applications.


SUGGESTED HGV RESTRICTION ON THE A1 ON THE NORTH YORKSHIRE/ WEST YORKSHIRE BOUNDARY AT THE RIVER AIRE


Representatives of the local communities addressed the last meeting of the Area Committee with regard to concerns in respect of a planning application by Aggregate Industries Limited to the Wakefield Metropolitan District Council to construct and operate the UK’s largest Asphalt Plan at the former site of the Ferrybridge “B” Power Station. At that time the application had been successfully opposed and would be the subject of a planning appeal to be held on 14 June 2005. Residents were concerned that a number of factors related to the application would affect the area of North Yorkshire County Council and the communities within the area, one of which was an agreement made by the appellant and the Wakefield Metropolitan District Council whereby all vehicles leaving the site would have to proceed along an agreed given route.

However, 99.9% of the route was in North Yorkshire, with vehicles accessing the Great North Road at Ferrybridge and directly entering the County Council’s area travelling to the northern end of Brotherton where a new roundabout would be constructed by the Highways Agency, which would permit the HGVs to turn south.

In view of these concerns the Area Committee decided that it would be appropriate to hold an additional meeting of the Area Committee towards the end of May to which a full report on the matter could be submitted in order that the County Council could determine its approach at the forthcoming Public Inquiry.


However as the appeal against the Authority’s decision to refuse planning permission was withdrawn it was consequently therefore not necessary to hold an additional meeting of the Area Committee.

• Community Planning.
• Selby Bypass—before and after traffic flows.
• Fairburn HCV access only.
• Area Committee Work Programme.
• BT rural telephone kiosks.
• Area Committee Budget.

The Area Committee has set aside a time period of a maximum of 30 minutes for the asking of questions by members of the public or the making of statements on matters directly related to County Council business.
No member of the public is entitled to speak for more than three minutes.


LOCAL TRANSPORT PLAN
2006-2011


The Local Transport Plan 2006- 2011 Consultation Draft was submitted to the Area Committee for comments. Members were informed that the Consultation Draft was out for consultation with the public and key stakeholders. The key aims to make North Yorkshire a better place by:-
• Providing opportunities for everyone.
• Protecting and enhancing the environment.
• Improving the health and safety of residents and visitors.
• Increasing economic prosperity.
• Building sustainable communities.
• Reducing the need and demand for travel.
Parish Councils have been consulted and their comments, together with others received will be presented to the County Council meeting in July


FOSTER CARE IN NORTH YORKSHIRE


Following the launch of the recruitment campaign “Help Us Raise 100 Smiles” in September 2003, Fostering Services has continued relentlessly and made good progress. The campaign is gathering momentum as the Service continues to develop.


In September 2003, there were 240 Foster Carers, in March 2005, there were 254 Foster Carers registered in North Yorkshire.


On February 6 2005 a new fostering advert was produced aimed at encouraging people to consider staying at home to foster.
The advert has dramatically increased the number of enquiries.
At present, the Fostering Service is undertaking 44 assessments with prospectiveFoster Carers.
There is still a need to recruit and retain new Foster Carers within North Yorkshire, local families are needed for local children.

Police Authority sets police council tax levels

North Yorkshire Police Authority have set North Yorkshire Police's budget at £126.16 million for 2005/06, an increase of £4.16million or 3.41% on last year's net expenditure budget.
This increase has the effect of raising police council tax levels by 2.62%. A Band D property will now pay £176.00 a year in police precept, an increase of £4.50 per year on 2004/05 levels.
Police Authority Chairman, Jane Kenyon said 'the modest budget increase will give the Chief Constable enough resources to allow the continuation of the modernisation of North Yorkshire Police whilst maintaining performance at the level which she and her staff have been delivering. It is absolutely crucial that we maintain the momentum that North Yorkshire's communities have made possible through their previous significant investment'

Stop and Search Baseline Consultation Results
To enable NYPA to monitor the impact of the new Stop and Search powers (due to be implemented on April 1st 2005). NYPA have carried out a public opinion survey to assess the current situation and to act as a Baseline.
1420 responses were received. Key findings include:
· Over 60% of respondents knew what a Stop and a Stop/Search is
· The majority of respondents were aware of some aspects of their rights regarding Stop and Search
· 20 respondents (2%) had been Stopped and Searched on the streets of North Yorkshire and the City of York
· Of those Stopped and Searched, 90% felt that they had been treated fairly and with respect
· Only 16% believed there would be a negative impact on the public's trust and confidence as a result of the full implementation of Stop and Search
· Over 90% of respondents support or strongly support the basic principles of Stop and Search

Welcome to the Year of the Volunteer 2005!

2005 is the Year of the Volunteer, a year-long celebration of the amazing work volunteers do and a call to action to get more and more of us volunteering. The Year's main aims are to:
· Increase the number of volunteers, particularly individuals from marginalised groups and young people
· Open up more volunteering opportunities in the public and voluntary sector
· Raise the profile of the work volunteers are doing nationwide
· Thank volunteers everywhere for their time and commitment

· Volunteering England, in partnership with BitC, The Media Trust, TimeBank and Youth Action Network, & Youthnet, are distributing small grants in order to enable and encourage more people to participate in the Year by taking action to address the needs of their own communities.
