OTHER USERS £15.00 PER HOUR

This includes 30 minutes free either side of the booking as setting up/clearing away time.
Regular bookings and full day bookings are offered at a reduced rate.

KELLINGTON PARISH COMMUNITY HALL
Main Street, Kellington, North Yorkshire

CONDITIONS OF HIRE

The leaseholder of Kellington Parish Community Hall is Kellington Parish Council.
The day to day management of the Hall is the responsibility of the Management Committee.

In these conditions the following abbreviations have been used:

KPCHMC Kellington Parish Community Hall Management Committee
Hirer This is the person who signs the booking for.
Key Holder A member of the KPCHMC designated to open/close the Hall for the hire period.

Hiring of Kellington Parish Community Hall

1. The hirer must be over 21 years of age and may be asked to provide evidence of age.
2. The hirer should remain at the Hall for the duration of the booking.
3. The hirer will ensure that they have a working mobile telephone available for the duration of the booking in case of emergency.
4. The hirer will make themselves familiar with the fire regulations and first aid arrangements at the Hall.
5. It is the responsibility of the hirer to ensure that these conditions of hire are understood and adhered to by all persons using the Hall and its facilities during the hire period.
6. The hirer is responsible for the supervision of the Hall which includes the fabric of the Hall, it's contents, health, care, safety and behaviour of all persons using the Hall for the duration of the booking.
7. The hirer is responsible for all damage to the premises and to any property within the Hall, and for loss of contents occurring during the period of hire or while persons are entering of leaving the Hall pursuant to the hire, however and by whoever caused.
8. Any damage or loss will be reported to KPCHMC at the end of the hire period to the Key Holder.
9. Alcohol will not be sold on the premises. If alcoholic drink is to be consumed, the hirer must inform and obtain approval from KPCHMC.
10. The hirer will ensure that in order to avoid disturbing neighbours within the vicinity of the Hall and to avoid violent and criminal behaviour, care will be taken to avoid the excessive consumption of alcohol.
11. No illegal drugs may be bought on the premises.
12. In the event of a breach of the Conditions of Hire or a complaint, KPCHMC may request the presence of the police or other persons, as considered necessary to keep order at the event. In this case, the hirer will meet any expense occurred.
13. KPCHMC reserves the right to put at immediate stop to any entertainment or meeting not properly conducted.
14. Any person who hires the Hall on two or more occasions and whose activities involve children or young people will be required to adhered to the KPCHMC Child Protection Policy and Vulnerable Adults Policy based on Home Office Code of Practice, Safe from Harm and comply with the Children's Act of 1989.
15. The hirer shall ensure that any electrical items brought by them onto the premises and used are safe and in good working order and used in a safe manner in accordance with the Electricity at Work Regulations 1989.
16. The hirer shall comply with all conditions and regulations made in respect of the Hall by the Fire Authority and Selby District Council.
17. The hirer shall observe the maximum occupancy of the Hall is XXXXXXXX

Indemnity

1. The hirer shall indemnify and keep indemnified each member of the KPCHMC and volunteers, agents and invitees against the cost of repair of any damage and all claims, losses, damages and costs in respect of damage or loss of property or injury to persons arising from use of the Hall.
2. The hirer is urged to take out adequate insurance to insure the hirer and members of the hirer's organisation or invitees against the hirer's liability under the above paragraph.
3. KPCHMC and Kellington Parish Council will not be liable for any actions, claims, costs, damages or expenses in any way connected with the hiring. The hirer will be solely responsible for these except where such arise as a result of the negligence of KPCHMC or Kellington Parish Council, its servants or agents. The KPCHMC is insured against claims arising out of its own negligence.
4. KPCHMC will not be responsible for any damage or loss to any belongings that the hirer brings to the Hall.

Accidents or Dangerous Occurrence

The hirer must report all accidents involving injury to the Key Holder as soon as possible and complete a Health and Safety Executive Accident Form which is located in the Accident Book which is kept with the First Aid Box in the Kitchen; this is to comply with RIDDOR 1995.

Payment Arrangements

1. The hire charge will be that applicable at the date of hire in accordance with the current hire charges (Revised January 2007). KPCHMC reserves the review the charges on annual basis.
2. A deposit of £20.00 is required to secure each application for booking the Hall, unless otherwise agreed by KPCHMC. The deposit will be returned providing the Hall and grounds are left in good order.
3. Full payment must be tendered on the day of hire to the Key Holder.
4. If the hirer wishes to cancel the booking before the date of the event, 24 hours notice is required; otherwise the deposit may be retained.
5. KPCHMC reserves the right to cancel a hiring by written notice in the event of:
· The premises being used as a Polling Station.
· The KPCHMC reasonably considers that such a hiring will lead to a breach of licensing conditions or unlawful activities will take place.
· The Hall becomes unfit for the use of the intended hirer.
· An emergency, requiring the use of the premises to be used as a shelter for victims of flowing, snowstorm, fire, explosion.
6. In any such case the hirer shall be entitled to a refund of any deposit paid, but KPCHMC will not be liable to the hirer for any direct or indirect loss or damages whatsoever.
7. Payment and a signed copy of the booking form should be presented to the Key Holder at the time of hiring.
8. Cheques should be made payable to "Kellington PC Hall Management Committee"

Noise

1. Music and noise must be kept down to a reasonable level. This also applies to the surrounding area when people are arriving and leaving.
2. All noise must cease by 11.00 pm, unless by prior arrangements with KPCHMC.
3. No fireworks are allowed.

Furniture and Equipment

1. The hirer will ensure that any electrical appliances brought by them to the Hall and used are safe and used in a safe manner in accordance with the Electricity at Work Regulations 1989.
2. Hirers are asked to leave all chairs and tables as they were found. This includes items taken from the cupboards. Chairs should be stacked in groups of three.
3. No notices whatsoever may be pinned or stuck to the walls of any room within the premises. Notice boards are provided for this purpose and any out of date notices will be removed by KPCHMC.
4. No alterations will be made by the hirer to the premises or will any fixtures be altered or removed.
5. All breakages will be reported and a charge will be made for their replacement. It would be appreciated if faults e.g. light bulbs, could be reported to the Key Holder.
6. Hirers must ensure that all lights are turned off before leaving. An additional check must also be made to ensure that all appliances are turned off in the kitchen and that both toilets are left in a clean manner. Please ensure that all water taps in the kitchen are toilets are turned off.

Windows and Doors

Hirers must be certain that all windows and doors are securely shut and locked before leaving.

Storage

No item whatsoever is to left in the Hall without prior agreement from KPCHMC. Any hirers having access to storerooms or cupboards are to keep them locked.
Items of food and drink must not be left in store cupboards.

Smoking

The entire Hall is a "NO SMOKING" area. Please be respectful to others and DO NOT smoke directly outside the doorways of the Hall.

Cleaning

1. The Hall, which includes all rooms (kitchen and toilets) must be left in a clean and tidy "as found" condition otherwise KPCHMC reserve the right to retain the £20.00 deposit as a cleaning charge.
2. If the kitchen is used it is the responsibility of the hirer to ensure that crockery is washed, dried and put away and that all worktops/surfaces that have been used are wiped clean. Chopping boards are provided when chopping/preparing food - please use them. Cleaning materials are supplied in the kitchen; however you will need to supply your own tea towels and black plastic bin liners.
3. Rubbish is to be placed in sealed black plastic bin liners and placed in the wheelie bin provided.

Parking

1. Cars will be parked at the owners own risk.
2. KPCHMC also ask that users park safely and are respectful of neighbouring properties and doe not block access to driveways.

Rights

The hire agreement constitutes permission only to use the premises and confers no tenancy or other right of occupation to the hirer.
